Fireworks Display for July 4th
1. Overview of Solicitation
Kaysville City is soliciting competitive requests for proposals to provide a 4th of July fireworks display with full services, but not limited to all costs, expenses, materials, set-up, staging, permitting, property use approvals, clean-up, and interfacing with appropriate authorities including the Kaysville Fire Department. Weather permitting, these services shall be provided on July 4th, 2019 at approximately 10:00 pm. Kaysville City has budgeted $25,000 for this event and the total cost for this event shall not exceed that amount. This bid will be for the period of one year with the option of an additional two years on a year by year basis for a total of 3 years before another bid cycle. Both sides can cancel renewal at the completion of each year.
The fireworks display shall consist of at least twenty five (25) minute continuous period of assorted firework shells (max shell size is 5”), false finale, and grand finale choreographed to music. Music will be selected and arranged by fireworks contractor. All music must be submitted and approved by Kaysville City one month prior to event. Sound system will be provided by separate contractor.
If, on July 4th, 2019, weather conditions (such as wind, hail, or rain) exist that are not conducive to a safe fireworks display, then these services shall be provided on an agreed upon alternate date.
This RFP is designed to provide interested bidders with sufficient basic information to submit a price bid meeting minimum requirements, but is not intended to limit a bid’s content or exclude any relevant or essential data
The city reserves the right to change the RFP criteria, with notice.
2. General Information
Electronic submission of proposals must be received no later than Thursday December 27, 2018 at 3:00p.m. No proposals will be accepted after 3:00 p.m. on the above mentioned date. Submissions may be submitted to .

Questions may be submitted until Friday December 21, 2018 at 5:00 p.m.
The City Reserves the right to accept or reject any or all proposals received and to waive any
technical informality as may be considered to be in the best interests of the City.
3. Required Bid Submittals
All bids must include at least the following information:
A. Qualifications and contact information. Please provide detailed contact information for your
business and contact person, including phone, email, website, etc. Describe in sufficient detail
the business experience providing fireworks displays, expertise, and include a brief history of
the business. Provide who the firing technician will be on the event day and past shows they
have shot.
B. Shell Count. Including numbers of shells and multi-shot cake items in terms of tube
counts/shots and not effects.
C. Firing Technique. Describe how the fireworks will be fired, electrical or hand.
Preference may be given to electrical firing.
D. License. Include a copy of the proposer’s valid Utah State Business License, and a company
license from the Utah State Fire Marshal showing the proposer is registered with the state to
provide display shows in Utah.
E. References. Include names, addresses, and contact persons of at least three (3) similar clients
with whom the proposer has provided similar services. Kaysville City reserves the right to
contact each reference.
F. Proposed Approach. Describe, in sufficient detail, how the proposer plans to provide the
services (techniques, timing, display, etc.) and any other information that the proposer
considers relevant.
G. Price. Detail the proposed all-inclusive fee for the services which includes, but is not limited
to, all costs, materials, expenses, supplies, permits, bonds, insurance, etc.
H. Rain Date. Provide an alternate date should inclement weather prohibit the fireworks display
on the 4th of July.
I. Disciplinary Actions. Summarize any notices, disciplinary actions, and suits by or against the
proposer or related entities during the past three (3) years.
If bid requirements are not met, bids may be rejected.
4. Proposal Evaluation Criteria
The City has the option to request additional information to clarify any responses.
Each proposal will be reviewed by a selection committee that may include, but is not limited to,
elected officials, city Staff, and invitees of the City. The committee will evaluate the proposals
and rank each proposal on the considerations noted in the RFP. The committee may request
the top rated respondents to attend an interview and provide additional information to the
committee. Evaluation criteria will include the following:
A. Compliance with required information requested in the RFP.
B. The duration of the display, size and type of shells, the number of shells, and name of pyro
technician on day of event.
C. The business’ recent experience with providing services of similar size and scope and the
satisfaction of previous client(s).
D. Licenses and certifications required to perform work within the State of Utah.
E. Cost of service.
F. All other criteria deemed pertinent by a committee in review of the proposals.
5. Acceptance
Kaysville City will be allowed a minimum of seven days to either accept or reject any materials
following delivery. Kaysville City reserves the right to reject any materials delivered if ordered
materials fail to meet the specifications set forth in this solicitation and bidder(s) proposal.
All verbal agreements and/or commitments from the awarded bidder will be placed in writing
and be included as part of the contract.
The awarded bidder’s completed proposal will be included as part of the contract and will
prevail in the event of conflict with provisions writing the bidder’s contract.
All information and materials included with the bidder’s response will be considered property
of the City. The City reserves the right to request additional information after the RFP opening
date, for the purposes of clarifying bidder’s responses.
Bidder must be licensed in the State of Utah to do business.
6. Insurance Required
Each proposal shall be accompanied by a Certificate of Insurance demonstrating that the bidder
maintains general commercial liability insurance, automobile insurance and worker’s
compensation insurance. The limits shall be $1,000,000 each occurrence, $3,000,000 in
aggregate. Upon the successful awarding of a contract, vendor must provide a Certificate of
Insurance naming Kaysville City as an additional insured.
7. Specifications Descriptive and Non-Restrictive
These specifications are intended to be descriptive and non-restrictive. All items in the
RFP are important in meeting the performance expectations for the materials and installations
services as specified. In the event that all bidders fail to meet the required specifications, the
city reserves the right to award to the vendor most nearly meeting the specifications or to
request another proposal.
