PROFESSIONAL ENGINEERING SERVICES FOR

DESIGN OF KAYSVILLE CITY

ONE-MILLION GALLON UNDERGOUND REINFORCED CONCRETE WATER TANK

February 20, 2018

Kaysville City is requesting proposals from professional engineering consulting companies to design a new Kaysville City One-Million Gallon Underground Reinforced Concrete Water Storage Tank.  This project will include the design of a water storage tank, water pipelines and appurtenances located at 1301 Green Road on property owned by Kaysville City. 

SCOPE OF PROFESSIONAL DESIGN SERVICES

As part of the Consultant’s proposal, the Consultant will be required to provide a specific work plan to accomplish the project.  The engineering services being request and the necessary tasks that need to be included in the work plan include but are not limited to the following: 

  1. Land surveying for boundary and topographical survey and any other required land surveying associated tasks.
  2. Geo-technical services as needed to support the design of the tank.
  3. Civil engineering services for tank site plan, grading and drainage plan, utility plan, landscaping plan, and SWPP plan.
  4. Structural engineering services for the design of a one-million-gallon underground storage tank and any other structural engineering services.
  5. Design of the SCADA system for the tank to be compatible with the existing SCADA system.
  6. Cost estimating and value engineering services.
  7. Preparation of construction plans and specifications, which shall include testing, inspection, disinfection, and other start-up specifications for the tank;
  8. Provide drawings and contract documents for the review process.  Prepare final plans and specifications for Construction (Bidding).
  9. Assist City with Bidding the project, Request for Clarification, and Addendums. 

10.  Obtain State approvals for the water system changes.

11.  Construction Management/Inspection.  Manage change orders, attend weekly meetings with contractor, and perform necessary inspections through construction phase. 

PROPOSAL FORMAT

In order to more easily evaluate and compare proposals, the City is requiring that each proposal be organized in the following format:

  1. Statement of Qualifications - Identify the consultant’s project team. The consultant will need to indicate the availability of each project team member to work on the project. Sub-consultants need to be listed in this section, with their expertise and experience identified.  Summarize the relevant experience of project team members.  If needed, complete resumes can be included as an appendix.  Please indicate the number of years of experience each team member has had, their expertise, and projects on which they have had substantial experience.

  1. Experience and References - Provide a listing of previous experience the firm has had with projects of a similar size and complexity. As a minimum, three (3) similar projects must be listed. Along with each reference, also please provide the name of a contact person and his/her phone number. The selected consultant will need to provide proof of adequate insurance and liability coverage.

  1. Project Management Approach - Provide a description of the approach used by the firm for project management.  The approach shall detail how the project team is organized, the method used to develop and manage a project schedule, and the methods used for managing the project budget and minimizing change orders.

  1. Schedule - Provide a summary of the proposed schedule of the project in the proposal by major tasks.  Kaysville City is requesting the design to be ready for construction bidding by July 13, 2018.

  1. Fee Proposal – The fee proposal shall include the following information.

a)      Summary Letter - Provide a one-page letter, which summarizes the estimated fee for each phase of design as well as the total fee for the project.

b)      Estimated Fees - The City requires a breakdown of the total estimated fees for each major task and subtask. The estimated fees shall be separated into design phases and needs to be presented in table form as an exhibit attachment to the summary letter.

Provide and submit three (3) copies of the proposal.  The consultant’s proposal for this project shall not exceed ten (10), 8 ½ x 11-inch pages, including cover letter.  The font size shall be no smaller than size 12. Resumes of key proposed team members may be attached to the back of the consultant’s proposal as an appendix.  Resumes will not count toward the ten (10) page limit specified herein.

SELECTION PROCESS

In comparing proposals, consideration will not be confined to price only.  The successful bidder will be the one whose product is evaluated to best serve the interests of the City when price, quality, experience, schedule, and references are considered. The City reserves the right to reject any or all bids or any part thereof, and to waive any minor technicalities.  A contract will be awarded to the bidder submitting the best responsible bid meeting the requirements of this request for proposal.

Please note, Kaysville City is currently processing an annexation request that may require the water tank to be located at a different location than described above.  In order for the City to fairly evaluate and compare these proposals, the project described herein should be addressed.  Any changes in scope will be negotiated with the selected company.
